1. After suffering the destruction of most of its core combat forces between 2021 and 2024, the junta activated the People’s Military Service Law—a forced conscription mechanism—in February 2024, in an attempt to prolong its grip on power by sacrificing the lives of civilian youth.

2. Having seized power unlawfully from a legitimate, democratically elected government, the military junta holds neither the legal authority nor the legitimate right to enact or enforce legislation with such severe consequences for the public. Enforcing this measure amounts to nothing less than a system of forced military servitude imposed on the people.

3. Between July 2024 and August 2026, the junta opened 27 intake batches under this conscription program, forcibly drafting approximately 135,080 individuals. These forced conscripts are now being deployed in human-wave offensives across the country, making up as much as 80 percent of the troops in the junta’s operational columns.

4. An assessment of the junta’s military operations indicates that, despite reckless offensives that gamble with the lives of hundreds of thousands of conscripts, it has failed to achieve its objectives on any front. On the contrary, effective counterattacks by revolutionary forces have inflicted catastrophic casualties on its ranks.

5. According to records maintained by the Ministry of Defence, over the two-year period from July 2024 to August 2026, the terrorist military sustained 20,383 personnel killed in action, 9,792 wounded, 3,874 defected, and approximately 20,000 self-initiated desertions. The vast majority of these casualties and losses were forcibly conscripted recruits. In addition, the Ministry of Defence currently holds 536 prisoners of war (POWs).

6. In urban centers under junta control, Pyusawhti militias, criminal networks, and ward and village administrative bodies have formed syndicates that openly carry out daily abductions, human trafficking, and extortion targeting affluent families—posing a severe threat to the safety of young people. These kidnapping and trafficking operations have become a primary source of illicit revenue for these criminal networks.

7. This forced conscription program, which consumes the lives of young citizens, serves as the junta’s primary lifeline. As the junta expands its recruitment targets to include young women alongside young men, it is imperative that the public unite and actively resist this scheme. Young people of eligible age must take every available measure to evade forced recruitment.

8. Young people of eligible age are urged to:

       (a) Relocate immediately to liberated areas or abroad if at risk of forced conscription;

      (b) Avoid traveling alone and refrain from going out at night, in order to minimize the risk of arbitrary abduction and forced portering;

     (c) If conscription becomes unavoidable, desert and defect at the first viable opportunity, bringing service weapons along whenever feasible.

In taking these actions, individuals are encouraged to contact and seek assistance from revolutionary forces, including: the People’s Defence Force (PDF) Headquarters and local battalions; the People’s Defence Organization (PDO) Headquarters and its regional, district, and township formations; People’s Administrative Organization (PAO); People’s Security Organization (PSO); defection support networks; and Ethnic Revolutionary Organizations (EROs).

9. Local communities are strongly urged not to remain passive bystanders when witnessing forced abductions or recruitment in their neighborhoods, but instead to mobilize collective community resistance to prevent them.

10. Parents and spouses are urged to remain vigilant and take active steps to protect their children and husbands.

11. Youth arriving in liberated areas will be given the opportunity to contribute to public services matching their skills and interests—including education, healthcare, relief efforts for internally displaced persons (IDPs), regional development, and local production. Those wishing to take on combat roles may join the People’s Defence Force (PDF) or People’s Defence Organization (PDO), subject to eligibility requirements. Arrangements will also be made for those who wish to continue their formal education. While life in liberated areas involves hardships shared with revolutionary comrades and the people, one can live with dignity and personal security.

12. While the People’s Defence Force will continue to engage and defeat enemy forces on the battlefield, it will also facilitate necessary contact, care, and protection for conscripts who choose to desert the junta’s ranks. Appropriate monetary rewards will be granted to those who defect with weapons, and reasonable support will be arranged for individuals who make prior contact with the intention of leaving the country.

Forcibly conscripted individuals are urgently called upon to break free from serving as cannon fodder for the prolongation of military dictatorship, to desert the terrorist armed forces without delay, and to coordinate with the people’s revolutionary forces.
