New Year Message from the Union Minister of Defence, National Unity Government
27th April, 2026
(2nd Waxing Day of Kason, 1388 ME — Myanmar New Year)
Dear Revolutionary Comrades and People,
On this auspicious occasion of the Myanmar New Year, I extend my warmest greetings to our revolutionary comrades and to the people of our nation.
After five years of struggle, I am confident that our comrades and the people — who have fulfilled their duties with unwavering dedication — enter this new year with renewed spirit, strength, and determination for the journey ahead.
The People’s Defense Force (PDF), now in its fifth year, has reached a stage of institutional maturity and operational stability. In 2025, we successfully established a unified chain of command, integrating all PDF battalions and units under a centralized headquarters, regional military commands, and district commands. The maturity of the PDF is a testament to the vital and growing strength of our revolution.
On this New Year occasion, I wish to state clearly to all comrades and friends that the revolution continues to advance steadily, guided by our core strategy and objectives.
Over the past five years, we have consistently reviewed and reformed our movement — reassessing strategic priorities and adapting tactics to the evolving realities of the conflict. These efforts have included advanced training and the reorganization of PDF battalions; the development of People’s Defense Teams (PDTs) into reliable combat forces capable of operating alongside the PDF; and intensified efforts to consolidate our resources.
From the outset, we have understood this struggle as an asymmetric war. The enemy commands a military apparatus built over decades, possessing superior weaponry and financial resources. Yet it suffers from profound inherent weaknesses: it is a force indoctrinated to oppress its own people, rejected by the population, and increasingly weakened in both morale and discipline.
In any revolution, it is essential to recognize the enemy’s vulnerabilities as clearly as we recognize our own strengths. Their weaknesses must become our opportunities; their advantages must be overcome through intelligence, perseverance, and courage.
Today, the revolution’s greatest strength remains the overwhelming support and active participation of the people. When combined with our comrades’ commitment to the people and their steadfast faith in systemic change, there is every reason to believe this revolution will ultimately prevail.
Let me be absolutely clear: the revolution is neither stalled nor in retreat. While certain towns have been temporarily ceded, our resistance forces remain active throughout the countryside, employing guerrilla tactics to contain and encircle the enemy while steadily working to re-establish territorial control.
Weapons, ammunition, and financial resources are inherently finite in any revolutionary struggle. Large-scale operations to capture towns and military installations must therefore be conducted within these constraints. Guerrilla warfare and attritional operations remain central to our strategy, and our forces continue to receive training in tactical approaches suited to the changing conditions of the battlefield.
The coordinated nationwide offensives of 2023 and 2024 brought the enemy close to collapse, destroying the majority of the junta’s elite combat forces. The regime’s forced conscription program — which sacrifices the lives of young people solely to prolong military rule — has provided it with temporary relief. However, the enemy’s manpower and resources are not inexhaustible, and as the war continues, its vulnerabilities in both areas will continue to deepen.
Already, the enemy’s operations in 2025 and 2026 reveal these limitations. The regime lacks the capacity to sustain nationwide offensives. Even where it has concentrated its forces, its operations have consistently failed to achieve their objectives. The more campaigns the enemy launches, the greater its own losses become.
Ultimately, the decisive factor in this revolution will be the resilience and endurance of the revolutionary forces themselves. We must therefore remain steadfast and resolute.
On the political front, the establishment of the Steering Council for the Emergence of a Federal Democratic Union (SCEF) marks a significant milestone in the revolution. It represents the successful consolidation of revolutionary forces upon a shared political foundation and the emergence of more coordinated and unified leadership. The SCEF will operate under the principle of “One Policy, One Strategy,” providing the strong leadership and sound strategic direction essential to the success of the revolution.
The SCEF will encompass both political and military organizations, establishing a centralized command system to formulate and implement a nationwide military strategy. It stands as a symbol of our growing national unity.
As we begin this new year, I urge all comrades and the people to build upon this unity. Let us continue advancing toward our shared objectives with determination, guided by strong leadership and a clear strategic vision.
May all comrades and all people remain safe and secure.
